This correctional unit came into existence in 2018. Yet, the state has been in place since 1863, even before the split of this department. Note the division now falls under the Department of Military Affairs and Public Safety.

Its chief mission is to manage state facilities within West Virginia. For example, it operates jails, juvenile prison confinement facilities. Besides that, it offers offenders a secure and healthy environment. It also provides a humane correctional system for them to reform in full.

Both the state’s capital and the unit’s headquarters are in Charleston. Hence, all operations and communications run conveniently.

By March 2021, the total number of inmates in state prisons was fewer than 4000. Reports show that this number is the lowest since 2003. The regional jail slowdown transfers to reduce epidemic exposure may cause the drop.

On the other hand, the unit operates 13 adult facilities. In addition, it hosts over 2,000 staff members across all state prisons.

This reformatory unit has an incarceration rate of 273 per 100,000 people. Unlike other states and countries, it has the highest record of female detention.

Interestingly, the creation of the WVDCR is exclusive in its way. The juvenile justice unit of the state bounced back in a different way. For this reason, the youth’s conviction is now not under the adult prison commissioner.
